First, paste your image into whatever program you're using. I'll be using this image:
Go to Image >> Apply Image and change your settings to mine.
Your image should look something like this:
Now duplicate your image, and set the duplicated layer to Soft Light 30%. Flatten the image and sharpen once.
Go to Image >> Adjustments >> Selective Color and change your settings to mine:
My image looks like this now:
Create a new rasver layer and fill it with #00aeef and set it to Soft Light 50%. Flatten the image.
And you're done!
Go to Image >> Apply Image and change your settings to mine.
