First, select an image. I got an image and made it 100x100 to make an icon.
Duplicate the image, sharpen it and set it to 50% Soft Light.
Create a new layer and fill it with #00aeef and set it to Screen 70%.
Duplicate the background layer AGAIN, drag it to the top, and set it to Soft Light 100%.
Create another new layer and fill it with #f26c4f and set this layer to Soft Light 50%.
Duplicate the background layer AGAIN (lol) and drag it to the top. Set it to Soft Light 100%.
Now paste in this icon texture (from behindherheart.com, ty), and set it to Screen 100%.
Take this brush (from deviantart, sized by myself) and paste it on. Set it to Screen and move it to the lower right corner.
And now you're done!
