Duplicate the image. Set it to Screen 30%. Flatten the image and sharpen once.
Create a new raster layer. Fill it with the colour #0d004c, and set it to Exclusion @ 60%.
Create a new raster layer. Fill it with the colour #0d004c, and set it to Exclusion @ 60%.
Create another new raster layer, fill it with #640202, and set it to screen @30%.
Duplicate the Background Layer, drag it to the top, and set it to hard light @ 20%.
And now you're done!
