First, create an image or find one.

Next, right click the text tool (its a black t) and select Horizontal or Vertical Text Mask Tool.

Click your image and type in what you want. Change the font, size, etc. The background will turn a light red.

drag to address bar for fullsize

Let go of the image (I do this by clicking the highest layer in the layer palette). The text will now be a selection, and the red will be gone.

Edit >> Copy Merged

Create a new image (or if you want to keep in on the image you're using, just press ctrl + v) and paste in your image. Add effects, an outline, whatever you want. This is how mine came out:
